摘　　要：综观世界各国的低碳城镇建设,从低碳城镇的规划制定、政策分类以及治理机制三个方面对城镇低碳化建设模式进行归纳与总结。建设低碳城镇需要结合现实发展情况,制定包含空间布局、产业结构、建筑、交通、基础设施等领域的低碳规划。制定具有促进作用和约束力的政策加以配合,政府、企业、居民三方协调共同治理城市,确保低碳规划的顺利实施,以此实现城镇低碳发展以及温室气体减排双赢的目的。Looking at the world ＇s low carbon cities and towns, the paper summarizes the induction and conclusion of the construction of model for low carbon city through the planning, policy classification and governance mechanisms. Construction of low carbon cities needs to combine the development of reality, developing low carbon plan which includes space layout, industrial structure, construction, transportation, infrastructure. The paper combines with the policy to promote and constraints, governments, enterprises, residents of the three - party participate in city governance to ensure the smooth implementation of low - carbon planning so as to achieve the purpose of the re＇ban low - carbon development as well as to reduce greenhouse gas emissions.
