摘　　要：基于激励理论视角,通过对国内土地一级开发运作主体的分析,将这一类委托-代理模型按照完全信息最优契约、不完全信息次优契约分类比较,运用分成制契约模型对现阶段土地收益分配模式进行分析,结合目前政策、经济和相关法律,以徐州高铁生态商务区的土地一级开发为例,创新性地提出一种保留BT融资模式骨架,多种融资方式并存的融资模式。在充分引入民间资本、合理分配风险的同时,增强土地一级开发参与企业的激励效用。The paper, based on incentive perspective, classifies and compares the principal - agent mode according to the complete information optimal contract and incomplete information second -best contract. It analyzes the distribution pattern of land income by using the sharecropping model and policy, economic and relevant law. The paper puts forward a financing mode which is based on BT. It will make full use of the private capital and distribute the risk reasonably and at the same time, it will also strengthen the incentive effect of the enterprises in primary land development.
