摘　　要：传媒退出是传媒产业迈向市场经济的必然产物。传媒业转制之后,市场力量对传媒业的影响会越来越大,传媒单位的管理体制和运行机制以及政府与传媒企业的关系都将发生变化,必将对我国出版业既有的行政管理体系产生冲击,政府必须转变职能。政府职能转变需要一系列具体措施,比如要政企分开、政资分开、政事分开、政府与市场中介组织分开,管办分离等。届时需要善于运用政府以外的诸多力量参与出版业的管理,传媒行业协会即是一个可以发挥重要作用的组织。但是我国各类媒介行业社会团体的功能还没有有效发挥出来,退出机制的长效建设需要弥补行业协会职能的缺位。To the media industry restructuring, the market power of the media industry will affect more and more. The management system and operation mechanism, as well as the government and the media business relationship will be changed. It is bound to impact on the existing administration system of China＇s publishing industry. The government must transform its functions. It needs to make good use of the non-government outside of the many forces involved in the publishing industry management. Media industry association is an important role to play in the organization. However, various kinds of media industry social groups function has not been effectively played in our country. Exiting mechanism for long-term construction needed to construct for the lack of the functions of industry associations.
