摘　　要：在分析PFI模式优势以及在公租房建设中的适用性的基础上,考虑公租房建设引入PFI模式后所涉及的利益与风险相关方,并在此基础上构建其融资结构模型,对其主体所涉及的风险因素进行分析,构建评价体系,选用主客观相融合的层次分析法(AHP)计算指标权重,并与灰色聚类的评价方法相结合,增加评价体系的可信度。层次化分析融资模式中风险主体所涉及的聚类指标,量化其权重,再通过灰色聚类的方法进行聚类分析,得出风险值,最后定量分析PFI融资模式在公租房建设中运用的风险程度,并说明PFI模式与其他评价方法相比在此风险评价中具有更好的适用性。Considering the involvement of stakeholders in public rental housing construction under the PFI model, which is the basis of constructing the financial structure and analyzing the main body involved in the risk, and then construct the assessment system. This paper proposes a model based on the analytic hierarchy process （AHP） and grey clustering risk evaluation method. Firstly by analyzing the clustering index in the financing mode of risk subject, we can quantify the weight of indicators of every layers, and then by using the gray clustering to get clustering analysis, drawing the value at risk. Finally, this article quantitatively analyses the PFI financing mode in public rental housing construction in the use of the degree of risk.
