摘　　要：低碳发展已成为世界各国应对气候变化、实现可持续发展的必然选择。我国在推进低碳发展方面已取得积极成效,但仍存在一些问题制约其向纵深发展。在系统总结目前低碳政策制定、财政投入、科技研发和节能减排状况的基础上,阐述了我国低碳发展面临的五大问题,并借鉴发达国家有效经验提出了对策措施。Low - carbon development has become a common choice for mitigating climate change and achieving sustainable development in different countries. Although China has made positive progress in promoting low -car- bon development, there are some problems preventing it from moving forward in depth. Based on a systematic sum- mary of the current low - carbon policies, financial supports, scientific R＆D and energy conservation and emission reduction status, this paper identifies the five key problems encountered in China~ low - carbon development. Fi- nally, this paper proposes pertinent policy proposals based on the effective experience of developed countries.
