摘　　要：目前,公众已经普遍意识到,政府的高烟税政策导致非法烟草制品在市场上出现,破坏了正常的市场经营,这不但影响了消费者的健康,也损害到整个社会的正常经济秩序。另外,非法烟草制品交易除了造成重大的经济损失外,还会引起犯罪行为的发生,从而也引起了相关的关联性效应。It is widely recognized that illicit tobacco products undermines the reduction in tobacco consumption that the Government＇s high tax policy is intended to bring about. This has serious negative implications for both health and the government finance and economy. Illicit cigarettes represent a serious problem for business and government alike. Beyond the significant economic damage, the illicit cigarette trade breeds criminality as profits are often used to fund other criminal activities.
