摘　　要：首先分析了规划环评的技术标准、技术标准体系的基本内涵,结合问卷调查反映出的"2003导则"执行情况,梳理了当前规划环评技术标准现状及存在问题,并提出了包括基础标准(技术导则总纲)、通用标准(评价方法和要素评价的技术导则)、专用标准(分别针对"一地三域十个专项"共14类规划环评的技术导则)、专项标准(重要规划中的不同规划层次,如城乡规划中的城镇体系规划、总体规划、详细规划环评技术规范)、专业标准(针对环境要素和具体的技术方法),以及其他相关标准(如当前项目环评中普遍使用的环境保护标准)在内的、以可持续性为导向的规划环评技术标准体系框架,分析了制定相关标准的条件与时序。This paper begins with analyzing the technical standards of Plan Environmental Impact Assessment （Plan EIA） and the underlying principles of the technical standard system. Based on the results of a questionnaire survey on the enforcement of the 2003 Guideline, it examines the current status and prevailing problems of employing such standards. A sustainability-oriented framework for the Plan EIA technical standards system is then proposed that includes ①the basic standards （principles of technical guidelines）; ②the general standards （technical guidelines for methods of assessment and assessment of elements）; ③the specialized standards （technical guidelines for 14 categories of Plan EIA related to ＂one land, three regions, and ten sectors＂）; ④the sectoral standards （EIA technical guidelines for plans drawn up for different spatial scales in key planning activities, such as those for urban system plans, master plans and detailed plans）;⑤the professional standards （focusing on environmental factors and specifics of technical methods）; and ⑥other relevant standards （such as environmental protection standard widely employed in project-specific EIA）. Based on this framework, this paper analyzes the conditions and time frame of formulating relevant standards.
