摘　　要：开放环境下可持续发展与现实的结构不平衡对接,形成转变发展方式的目标与要求。发展方式转变是一场深刻的变革,是一个复杂系统,也是一个长时间过程。要达到预期目标,需引入人与自然协调的系统管理方法。基于转方式的管理学诠释,从系统管理角度构建关于转方式目标、动力、成效评估的三维模型,要突出转方式的目标分解与连续性管理、内生源动力与外生动力相协调、效率与效果相统一等问题。The goals and requirements of the changing patterns of development came from the linking of sus- tainable development and severe structural imbalance in the open environment of globalization. Development mode shift is a profound change, a complex system, a long process. To achieve the expected objectives need to intro- duce management concepts and thinking methods of coordination between human and nature. The management mode of development patterns change is a three-dimensional structure including goals, power, impact assessment.
