摘　　要：农村社会养老保险基金的有效运营是维持新农保制度正常运转的重要保障。当前基金在运营中面临着诸多风险,已严重危及了基金的安全,进而影响了新农保制度的可持续发展。为防范基金风险,维持制度的稳定性,本文试图构建基于风险控制的农村社会养老保险基金监管体系,对基金监管不到位的表现及其引发的风险,规避风险的基金监管措施等问题进行了分析。The effective operation of the new type rural social endowment insurance funds is an important guarantee for maintaining the normal running of the insurance. Currently funds are facing a lot of risks in opera- tion, which has become a serious threat to the safety of funds and influenced the sustainability of the new rural so- cial endowment insurance. To guard against the risk of the funds and maintain the system stability, this article tries to construct the supervision and management system of the new type rural social endowment insurance funds based on risk control, and analyzes the problems of regulation system which is not in place. The paper gives some regulatory measures in order to evade risk.
