新型城镇化引领“三化”协调发展问题思考

摘　　要：中国经济发展问题说到底是农业、农村和农民的发展问题。新型城镇化引领"三化"协调发展能够解决农村劳动力转移与城镇承载能力不强的矛盾;能够节约集约利用土地,解决建设用地刚性需求与保护耕地硬性约束的矛盾;能够推动农业规模化和组织化经营,提高农业劳动生产率和综合生产能力;能够促进城乡一体化发展,改善农村生产生活条件,解决城乡差距大、二元结构矛盾突出的问题。在建设新型城镇化、发展"三化"协调时,要避免陷入传统城镇化发展、把特色城镇化和新型城镇化隔离开来、城镇化考核指标不讲质量、新型城镇化一刀切、只讲"三化"发展忽视其他行业发展以及只讲城镇化收益不讲成本等误区,进一步提出了新型城镇化引领"三化"协调发展的策略。In a final analysis, the development of China＇ s economy is the development of agriculture, rural areas and farmers （ hereinafter referred to as ＂Three Rural Issues＂ ）. The coordinated development of the ＂Three Rural Issues＂ guided by the new-model urbanization can solve the contradictions caused by the migration of the rural labor force and unsteady urban carrier capacity, make an economical and integrated use of land, solve the contradiction between demanding construction land and the hard constraints of protecting cultivated land; promote scaled and organized management of agriculture to improve agricultural labor productivity and comprehensive production capacity; promote the development of urban-rural integration so as to improve rural production and living conditions and solve the wide difference between urban and rural areas and the outstanding contradictions between the binary social structures. In constructing the new urbanization and developing the coordination of the ＂Three Rural Issues＂, due attention should be paid not to be trapped into traditional way of urbanization, and the featured urbanization should be distinguished from the new-model, avoid the urbanization evaluation index without required quality, make the new-model urbanization rigidly uniformed, only focus on the development of the ＂Three Rural Issues＂ while neglecting other industry development; only speak of the income of urbanization but no cost, and so on. This paper further puts forward a strategy for ＂Three Rural Issues＂ to lead a harmonious development of the new-model urbanization.
