摘 要:当前中国社会发展正处于关键转型期,面对新情况和新问题,传统管理型政府治理模式的不适应性凸显,建设服务型政府成为中国行政改革的首选目标和重大政治议题。服务型政府建设是与现代化进程相适应的新的社会治理模式,其主要评价依据是政府绩效。科学发展观与政府绩效具有内在统一性,科学发展观为政府绩效管理提供理论支撑和价值导向,而实施政府绩效管理则是贯彻和落实科学发展观的必然要求。政府作为社会管理的主体,为了将科学发展观由指导理论转化为提升政府绩效的具体实践,需要构建以"以人文本"为价值核心的绩效管理目标机制、以"全面协调可持续发展"为工作中心的绩效管理运行机制和以"统筹兼顾"为基准的绩效管理评估机制。At present, Chinals social development is in the important period of social transition, the traditional manage-oriented government could not adapt to it highlighting. It is the first target of the administrative reform and the main political issue to construct the service-oriented government. The service-oriented government is the new social management mode that adapt to modernization, and its main evaluation is based on the government performance. It has intrinsic unity between scientific outlook on development and government performance. The former provide theory support and value orientation, and the latter is the inevitable requirement to carry out and im- plement the scientific concept of development. In order to transform the theory about scientific outlook on development into the practice promoting the government performance, the government needs from three aspects to construct transformation path, including the target of performance management, the management operation mechanism and the performance management evaluation mechanism.
