碳关税对中国工业品出口贸易的影响与对策

摘　　要：碳关税的征收除了起到防止碳泄漏、避免碳转移、保护全球大气环境的作用外,还将涉及征收与被征收国的对外贸易、经济增长以及全球经济发展等政治与经济深层次问题。碳关税征收将增加中国具有高耗能、高排放特征的工业产品出口成本,对中国工业品出口贸易造成严重冲击,进而影响中国经济增长。为此,必须采取有关措施积极应对碳关税,规避碳风险,以保证并促进中国经济和工业品出口贸易可持续健康发展。Carbon tariffs, through avoiding carbon transfer, can effectively protect the living environmentof human. Meanwhile it will increase the export cost of industrial products with the characteristic ot high energy consumption and high discharge, and impact seriously export trade of industrial products. There- fore, we must take the targeted measures to deal with carbon tariffs, and assure the export trades of our industrial products to keep sustained sound development.
