摘　　要："生态文明建设"在中共十八大报告中作为一个独立部分被专门提出,表明环境保护问题已受到了党和国家前所未有的高度重视。前不久召开的河北省"着力改善发展环境、着力改善生态环境动员大会"上,省委书记张庆黎强调要努力打造河北"天蓝水净、地绿山青的生态环境"。河北省生态环境和发展环境的改善,不仅要靠全社会的重视,更要靠科学的管理与制度,只有采取改善体制机制、规范秩序、加强和创新社会管理等硬措施,才能实现"打造生态河北,建设经济强省"的目标。＂the construction of ecological civilization＂in the 18 presented as a separate segment and em- phasized in the report, indicates that protection of the environment has received unprecedented attention.
