摘　　要：根据项目进度管理的定义和内容,分析影响铁路工程设计项目进度的内部管理因素、技术因素和外部因素,提出铁路工程设计项目进度安排与质量管理统一,重视计划管理部门的工作职责,加强与业主的沟通和交流,加强项目组的内部管理,处理好与项目所在地政府主管部门之间的关系等加强项目进度管理的对策措施。According to the definition and contents of project process management, this paper analyzes inner management factor, technical factor and outer factor which influencing the process of railway engineering design projects, and puts forward the measures of strengthening project process management such as unifying the project process arrangement and quality management, paying attention to the work responsibility of programming department, strengthening communication with owner, enhancing inner management of project team and well dealing with the charge department of regional government which the project located.
