摘　　要：当前,平潭综合实验区环境保护立法资源需求与供给严重失衡,依据综合实验区生态建设与环境保护规划的目标,本文对平潭综合实验区环境保护立法的必要性、创新性、环境保护"硬法"与"软法"两种立法资源供给问题进行了探讨,重点对建立可再生能源(清洁能源)制度、综合生态系统管理制度、强化政府环境保护责任制度、区域协同保护等制度创新予以了详解,这对综合实验区的可持续发展无疑具有重要意义。At present, pingtan comprehensive experimental zone for the environmental protection legislation resource demand and supply imbalance. Based on comprehensive experimentation zone ecological construction and environmental protection planning target, the Pingtan experimentation zone environment protection legislation necessity, innovation, environmental protection ＂hard law and soft law two legislative resource supply are discussed. Focus on the establishment of renewable energy system, the integrated ecosystem management system, strengthen the responsibility of government in environmental protection system, coordinated protection system innovation to explain, this to the sustainable development of comprehensive experimental zone is great significance.
