环同济知识经济圈发展中的政府策动演化路径研究

摘　　要：基于集群策动与集群生命周期的理论和压力—状态—反应的PSR分析方法,研究2000年至今环同济知识经济圈发展中政府策动行为,通过研究每个阶段集群的状态(S),剖析影响因素(P),进而探析政府策动行为(R)的特点及其对集群内其他主体的影响,绘制出环同济知识经济圈生命周期中政府策动行为演化路径图,为同类产业集群的战略制订者们提供一个理论参考。Based on the PSR approach from sustainable development research and concept of cluster initiative and cluster lifecycle, firstly, the paper studies the government initiative behaviors about knowledge economy circle around Tongji University from 2000 to 2011. Secondly, the state and pressure of knowledge economy circle around Tongji University and government initiative behaviors in each stage on cluster lifecycle are analyzed. Thirdly, based on the research above, the map of historical evolution of government-launched cluster initiative on knowledge economy circle around Tongji University is drawn.
