抗击特大自然灾害及灾后重建实践彰显我党执政理念——以汶川特大地震的抗震救灾工作为例

摘　　要：中国共产党的执政理念从简单的轮廓、个别的概念逐步发展形成系统而完整的概括,并且在涵义上不断完善和丰富,最终形成了以"以人为本、立党为公、执政为民"和"科学执政、民主执政、依法执政"及"实现科学发展、构建和谐社会"为核心内容的执政理念。在抗震救灾和恢复重建的实践过程中,我党执政理念的三个层面均得到充分的展示,从而推进了抗震救灾和恢复重建的各项工作的顺利完成。The ruling conceptions of CPC has developed from the simple outline and seperate conception to the systematic and comprehensive generalization. And their connotation is getting improved and enriched. And the ruling conceptions with hu- man as orientation, party＇s construction for public interests, party＇s government for all people as well as scientfic and demo- cratic government by law and scientfic development to construct a harmonious society have finally come into being. In the fight against natural disasters and the reconstruction afterwards, the three levels of ruling conceptions were fully displayed, which garanteed the success in fulfilment of various work.
