摘　　要：文章分析了美国和欧盟对政府信息资源市场化开发利用本质的认识、发展动力、政策基础、资金来源和面对的挑战五个关键问题的异同点。中国应该借鉴美国和欧盟的成功经验,将政府信息资源市场化开发利用提升至战略高度,根据中国国情,选择符合中国实际的政府信息资源市场化开发模式。This paper analyzes their similarities and differences between the market - based exploitation and uti- lization of government information resources of US and that of EU, in terms of the nature recognition, driving force for development, foundations of policy, source of funding and the challenge of facing. Referring to the experience from US and EU, the market - based exploitation and utilization of government information resources of China should be upgraded to a strategic height, by adopting an appropriate model of exploitation .
