摘　　要：在现代行政模式的发展背景下,传统行政法奉行为经典的"传送带"模式理论已显现出难以克服的弊端,新兴的公众参与式行政是解决传统模式不足的一剂良药.将"公众参与式行政"模式与行政程序法制度两者相结合是解决行政参与度不足的途径之一.参与式行政程序制度价值取向问题,是参与式行政程序制度中的核心部分,我国公众参与程序法制度的价值取向应是以民主价值优先,兼顾效率价值.In the modern administrative mode, the traditional administrative ＂ conveyer belt＂ model theory has appeared difficulties. The emerging public participation in administration is a kind of good medicine to cure the traditional pattern. The combination of ＂public participation in the administrative＂ mode and ＂ administrative procedure law＂ system are one way of solving the lacking about the administrative participation. The value orientation of the public participation procedure is the core part of administrative system. In our country, the value orientation of procedural law system of public participation should be based on democratic values priority, giving consideration to efficiency value.
