论公共政策制定中的公民参与

摘　　要：我国社会主义市场经济体制的确立、社会民主的发展、全球化的国际形势等,都要求我国在公共政策制定中实现更多的公民参与。公民参与已成为世界政治民主发展的热点,公共政策制定则是国家治理社会的重要环节,公民参与公共政策制定已是大势所趋。分析了公民参与公共政策制定的背景、意义、存在的问题和对策,以期进一步促进我国公民政治参与的发展,制定出有效的公共政策。The establishment of China＇s socialist market economy system, the development of social democracy and globaiization, raise requirements for more citizen participations in making public policies. Citizen participation has be- come the world＇s political and democratic focus thus the making of such policies acts as essential role in national social governance and this represents a general trend. The background, significance, potential problems and countermeasures of citizen participations in making public policies are analyzed so as to further promote the development of Chinese citizen＇s political participation and to formulate effective public policies.
