新生代农民工公共文化服务政策执行问题探讨——基于青岛市的实地调查

摘　　要：从公共政策执行与效果的评估视角来看,在中央政府一系列农民工公共文化服务政策出台一年后,地方政策执行仍存在着供给不均衡、政策可及性有待改善、吸纳社会力量不足、覆盖率低等问题。造成这些问题的障碍性因素可以从政府、社区和企业等政策主体,以及作为政策对象的农民工自身来分析。为了修正执行偏差、提升政策效果,需要进一步强化、完善政府的责任,并建立、完善分类分层的农民工文化设施服务供给等5个机制。Judging by evaluating their implementation and effect, problems still exist in local execution of the public policies formulated by the Central Government concerning the public cultural service for migrant workers. These problems are caused by the government, community, enterprises and the workers themselves. To solve them, the government should be more responsible, and the mechanism of the public cultural facilities should be established and improved.
