摘　　要：高校学报在推动学术创新,繁荣社会科学事业等方面做出了巨大的贡献.学报文章质量关系着学报的发展,根据学报编辑、编委(会)组织构成的特点,明确学报编辑职位责任和学报编委职位责任,建设一套科学的质量管理体系,是提高学报办刊质量和学术声誉的重要保障.University journals make great contribution in promoting social sciences development and flourishing social science career at college and university. The quality of the Journal articles plays a very important role in journal development. According to the manning characteristics, it is a very important factor for improving the quality of the journal to clarify the responsibility of the journal editor and editorial committee and to construct a set of scientific quality management system.
