Capital used to be a concept that was connected closely with capitalism and a tool by which Bourgeoisie exploited Proletariat. As a result, CPC regarded capital theory as a foundation for the relationship with the Bourgeoisie during Land Revolution period. In the early stage of Land Revolution, CPC eliminated capital to fulfill their revolution ideal, and the "Left-wing" deviation had a bad influence on CPC. They had adopted the policy of eliminating capitalism immediately, which led to economic depression. Later on, CPC "s capital policy was gradually transformed from "confiscating capital" into "utilizing capital", with which the existence and development of private capital were permitted and advocated. In addition, CPC actively organized the operation of capitals with the political power at the same time. The reasons why CPC changed their policy are as follows, firstly, revolution practice stimulate the transmission directly; secondly, Chinese communists had a deeper understanding of the chronicity and specificity of Chinese revolution; thirdly, it was also influenced by the Communist International. The change of capital policy during Land Revolution period established a foundation for the adaptation of future policies systematically and correctly, contributing to the development of New Democracy Revolution. The change of capital policy was not only a miniature of popularization of Marxism in China, but also one of the prominent achievements.
