摘　　要：粮食战略基地建设,是在积极响应多重责任的同时,实现责任与权益之间的均衡,并推动黑龙江垦区商品粮基地的良性、持续、快速发展的客观需要和必然选择。在这一过程中,对于政府扶持与争取扶持政策、增加负担与减轻负担、小农业与大农业、农民合作组织与组织农民合作、北大荒文化与文化北大荒等诸多关系的辩证思考和多向甄审,则是垦区在粮食战略基地建设过程中务必明辨的问题。The construction of a strategic grain base responds actively to the multiple responsibilities and achieves the balance between the responsibilities and interests, which is the objective requirement and the inevitable choice to promote the benign, sustained and rapid development of Heilongiiang reclamation commodity grain base. In this process, the dialectical thinking and multi-directional investigation must be prudentially carried out as to government supports or requests for support policies, increase or reduction of burden, individual or large-scale fanning, farmers＇ cooperative organizations or organizing farmers＇ cooperation, and the Great Northern Wilderness culture or culturing the Great Northern Wilderness.
