关于构建区域经济发展水平评价指标体系的思考——以粤东四市2011年数据为例

摘　　要：区域经济发展普遍存在不均衡现象,过度的发展差距将对整体经济发展水平会起到严重的制约作用。研究区域域经济发展水平评价指标体系有着重要的现实意义,依据指标体系建立原则提出由经济发展因素、社会发展因素、政府管理因素、对外开放因素和区域创新因素5个大类25项具体指标构成的指标体系,并建议采用因子分析法运用该指标体系对区域经济发展水平进行综合评价。运用该指标体系结合粤东地区汕头、潮州、揭阳和汕尾4市2011年统计数据对该区域经济发展水平作出综合评价,评价结果能比较客观反映各城市的经济发展情况。The disequilibrium phenomenon is widespread in regional economic development, and the excessive development gap will severely restrain the overall economic development level. Hence, it has practical significance in studying a regional economic development level evaluation index system. Based on the principles of establishing an index system, this paper proposes an index system consists of the five categories of economic development factors, social development factors, government management factors, opening-up factors and regional innovation factors, which are subcategorized into 25 concrete indexes, and it suggests the adoption of the factor analysis method in making a comprehensive evaluation of the regional economic development level, using the index system. It used the index system with the 2011 statistical data of the four cities in eastern Guangdong, namely, Shantou, Chaozhou, Jieyang and Shanwei to make a comprehensive evaluation the regional economic development level, and the evaluation results could objectively reflect their economic development.
