摘　　要：从数字资源建设的实践出发,针对数字资源建设内容少、特色少、重复多的现象提出了四大原则,即先市场后政府原则、保护优先原则、效能最大化原则、共建共享原则,用以规范和指导数字资源建设工作的有序开展。Starting from the practice of digital resources construction and building content for digital resources,features,the repeat phenomenon proposed four principles,the first market after the government principle to protect the principle of giving priority to maximize performance principle,the principle of Sharing orderly conduct norms and guidance of digital resources construction work.
