摘　　要：土地二次开发的模式和政策研究对缓解土地资源对社会经济快速发展的瓶颈问题具有重要的现实意义。在严格控制建设用地增量和保障社会经济快速稳定发展的现实需求下,通过挖掘建设用地潜力,能够有效提高建设用地的集约利用水平,同时缓解建设占用耕地的压力。建设用地也多有效益不高甚至闲置不用的情况发生。本文对国内外土地二次开发的经验进行了梳理,并总结各种经验为改善建设用地利用现状提供理论依据和技术支撑,对在全国其他地区推广具有重要的参考价值。Land secondary development mode and policy research to ease the land resources to the rapid eco-nomic development of the bottleneck problem has the important practical significance. In the strict control of construction land incremental and security rapid economic stability to the practical needs of development, through the mining construction land potential, and can effectively improve the construction land intensive use level and ease the pressure of the construction of cultivated land occupied. Construction land also much efficiency is not high even sit idle takes place. This paper introduces the experience of the land second develop- ment reviews and summarizes all kinds of experience to improve the construction land use status to provide the theory basis and the technical support, in other parts of the national promotion has important reference value.
