摘　　要：农业问题和粮食问题既是改革的起点 ,又是改革的重点与难点。新时期流通体制改革和购销工作的重中之重是 :敞开收购农民余粮 ,顺价销售 ,收购资金封闭运行 ,即所谓“三项政策 ,一项改革”。文章就这三项政策的内部关系 ,结合农发行工作实际 。The issues of agriculture and grains are not only the starting point of reform, but also important and difficult ones. Today, the most important point in the reform of grain circulation system and its purchase and sale lies in the socalled three policies,i.e.,purchasing peasants' surplus grains openly, selling at reasonable price and close operation of purchasing capitals. On the basis of the interaction of the three policies and in combination with the practice of Agriculture Development Bank, a number of ideas for the realization of close operation of purchasing capital are put forward.
