摘　　要：南京市浅层地温能开发利用存在的问题有:资源调查评价与专项规划相对滞后;轻视地质评估,动态监测不到位;管理体制机制不健全,职责不清等。在现有政策法规基础上,借鉴北京市、天津市的成功经验,提出南京市浅层地温能开发利用管理的建议:①加强组织管理,出台政策,明确各部门的分工与合作;②加强调查评价工作,编制开发利用规划,进行工程前期地质评估工作;③编制勘查与开发利用技术标准,建立勘查资质管理和勘查报告审批制度;④制定地源热泵工程设计、审核及竣工验收制度;⑤建立示范工程评审制度和财政补贴制度;⑥构建动态监测网,开展执法监察工作。This paper first analyses the problems with regard to the development and utilization of shallow geothermal resource in Nanjing City. These include： the investigations and appraisals of resources and special plan is lagging; and geology evaluation is neglected. At the same time, dynamic monitoring is not in place; the mechanism of management and operation is not perfect; and responsibility is not clear. On account of this, this paper makes some suggestions required for improving this situation： we should strengthen the organization and management, introduce policies, and make definite the division and cooperation of all sectors. Oil this basis, we should enforce the investigation and evaluation, work out the exploitation and utilization planning, and engage in geological assessment work at the early stage of project. Technical standards tbr exploration and exploitation and utilization must be drawn up. Approval system for the qualification administration of geological exploration and the geological perambulation report should be established. The system for review and verification of designs, completion inspection and acceptance of ground-source heat pump project should be set out. Finally, we should work out evaluation system of demonstration project and the system of fiscal subsidy; build dynamic monitoring network, and carry out the work of law enforcement and supervision.
