摘　　要：文章认为,我国经济体制和社会结构转型继续深入进行必须处理好促进经济发展与维护社会公平之间的关系。如何提高人们的福利水平,保障社会成员共同分享社会发展带来的成果,是当前我国政府面临的一个重要挑战。西方福利国家在社会建设和福利分配方面拥有丰富的经验和教训。研究福利国家建构的基础、政治逻辑与发展趋势,能为我国制定和发展社会政策以及提高公民福祉提供宝贵的借鉴。The relationship between social development and social justice must be appropriately handled during the continuing transformation of China＇s economic system and social structure. How to promote people＇s benefit level and ensure all the social members could share the wellbeing of social development is a major challenge to our government. Having been established for several decades, the western welfare states gained rich experiences in practice. To study the basis of welfare states as well as their political logic and trends of development could provide references and inspirations to China＇s social policy and practice, thus could help to improve the welfare of citizens.
