基于结构方程测量模型的区域学研机构技术创新创业评价研究——来自2001～2008年我国省域数据的实证

摘　　要：为了了解我国学研机构技术创新创业活动的区域性差异,针对现有学研机构技术创新创业研究的不足,选取指标体系,构造学研机构技术创新创业指数,并基于2001～2008年数据,运用结构方程测量模型对我国省域学研机构技术创新创业活动水平进行评价,发现:样本期间,我国学研机构技术创新创业活动水平整体呈持续上升态势,区域之间具有较大的差异性和不平衡性;经济发展水平高且科教资源丰富的省区指数值较高,经济发展状况劣且科教资源贫乏的省区指数值偏低,经济发展水平或科教资源两者之一较差的省区,指数值表现平平。根据评价分析结果提出相应政策建议。To learn about the regional differences of the academic-research institution technology innovation entrepreneurship in our country, this paper selects the index system and constructs an index of academic-research technology innovation entrepreneurship. Based on the data from 2001 to 2008, it evaluates the level of academic-research technology innovation entrepreneurship of provinces in China by using the structural equation measurement model. Then it is found that in the sample period, the level of academic-research technology innovation entrepreneurship in our country shows upward sustained but has large differences and unbalance between regions. The indexes of provinces with high level of economic development and rich scientific and educational resources are high; while the indexes of provinces with low level of economic development and poor scientific and educational resources are low; and indexes provinces with low level of economic development or poor scientific and educational resources are mediocre. According to the results, some policy recommendations are proposed.
