浅析生态承载力评价——以北京市平谷区区域战略环境影响评价为例

摘　　要：规划环境影响评价中生态承载力评价对区域的优化政策、决策和规划的制定起到了重要的作用。研究以北京市平谷区区域战略环境影响评价为例,利用生态足迹和净第一性生产力相结合的方法对平谷区的生态承载力做了分析,可知该区域在2020年之前其生态赤字不断增加,可持续发展能力不断减弱。通过生态承载力评价辅助战略规划决策者进行决策,提出要合理利用平谷区土地资源,提高区域内生态承载力。Ecological carrying capacity of strategic environmental assessment （SEA） is important to policy de- cision optimization and formulation of the plan. The case study of the SEA of Pinggu district, Beijing, uses the method of combining the ecological footprint and net primary productivity （ EF - NPP） to analyse the ecological carrying capacity of Pinggu district, and shows that the ecological deficit will continue to increase and sustain- able development capacity will abate ceaselessly. Ecological carrying capacity assessment can assist strategic planner to make the decision that putting forward to the rational use of land resources of Pinggu area and impro- ving the regional ecological carrying capacity.
