摘　　要：社区处于社会管理网络最底端,后单位制时代社区管理存在的问题和社会矛盾在社区的集中使社区成为加强与创新社会管理的重要社会空间。社会主义制度要求基层社会管理创新必须在行政主导下进行,社区公共空间日益壮大诱致基层社会管理向社区治理的方向发展,说明国家行政力量主导下的社会治理是基层社会管理创新的路径。并分析指出了完善社区治理的必须清醒认识的相关问题。Communities are at the bottom of social management network. The concentration of community management problems and social controversies in the post-unit period makes communities a very important space to strengthen and innovate social management. The socialist system requires that grassroots social management inno- vation be carried out under administrative guidance. The expansion of public community space makes grassroots social management develop into community management, which shows that the social management under national administrative guidance is the route for basic social management innovation. Besides, it points out the related prob- lems in the perfection of community management.
