摘　　要：根据国务院第一次全国水利普查领导小组办公室(简称国普办)的总体工作部署,流域机构是水利普查的重要工作层面,在水利普查工作中承担着大量工作,责任重大。文章结合松辽委组织开展水利普查工作的实践经验和具体做法,进一步分析了流域机构在第一次全国水利普查工作中的主要任务,探索和论述了流域机构充分发挥作用、履行职责的方法和措施,供读者借鉴参考。According to the overall work arrangements of the first national water census leading group office of state council,the basin organization is the important working level of water census and undertake the lots of works,with the great responsibility.Combined with the practical experience and specific practices during the process of the water census organized by the Songliao Water Resources Commission,the paper analyzes the major task of basin organization in the water census,explores and discusses the methods and measures to play a role and perform the duty for the basin organization,which could provide some reference for reader.
