摘 要:采用生态流量核算、水文情势分析、水质模型预测、生态限制因子分析等方法,研究了松花江流域哈达山水利枢纽工程、引嫩入白、中部引水等大型引水工程开展环境影响评价的重点与难点问题.结果表明,这些工程建成后,哈尔滨断面2020年多年平均流量减少124m3/s,该江段水功能区纳污能力最大下降19.50%,工程建设不会对评价区内查干湖、莫莫格、松花湖等重要湿地的景观结构和生态功能造成显著影响.The key views and difficulties of environmental impact assessment were explored for the large-scale water diversion projects of Songhua River basin,including the key water-control project of Hada Mountain, the water diversion project from Nenjiang River to Baicheng City and the water diversion project from Songhua River to the cities in the middle of Jilin, etc. An estimation of ecological discharge,an analysis of hydrological regimen, a prediction of water quality model, and an analysis of ecological limiting factor were used to solve these issues. The predictions showed the average annual discharge in Harbin section in 2020 will decrease 124 m3/s and its pollutant carrying capacity in water functional area will have the greatest decline of 19.5 percent after the completion of these projects. Furthermore,engineering construction would not have a significant impact on landscape structures and ecological functions of the major wetlands in our evaluating area, including Chagan Lake, Momoge National Nature Reserve and Songhua Lake,etc.
