摘　　要：认为在电煤价格并轨的新形势下,一体化的煤、电企业由竞争关系转为具有更多共同利益,合谋抬高价格、转移成本的意愿与能力提升。建议从信息公开、完善和实施竞价上网、对发电等竞争不足的环节进行成本监管、财务分离等方面进行政府规制防范。The new situation of power coal price convergence converts competition between coal and electric power enterprises into having more common interests. They are in collusion with each other to raise prices, and the willingness and ability to transfer costs are rising. This paper suggests that the preventive measures of government regulations should be conducted from the aspects of information publicity, improving and implementing the bidding, cost supervision on links with insufficient competition such as power generation, and financial separation etc.
