摘  要:改革开放以来,依照国务院规定批准兴办的各级各类开发区在促进经济高速发展中发挥了重大作用。为贯彻落实《国务院关于促进节约集约用地的通知》(国发〔2008〕3号)等文件精神,着力推进开发区节约集约用地,切实提高开发区土地利用效率,5年来,国土资源部共组织开展了三轮开发区土地集约利用评价工作。评价工作旨在通过开展土地利用现状与潜力调查,摸清开发区土地利用现状,测算开发区各类土地利用潜力,为促进开发区土地利用由外延扩展转变为外延扩展与内部挖潜相结合献计献策,并根据现实需求和问题对现行开发区土地集约利用评价方法提出优化建议。Since the Reform and Opening-Up Policy (ROUP) from the end of 1970s, lots of Economic Development Zone (EDZ) has established by State Council. EDZ promotes local economic devel- opment greatly. However, the spread of EDZ also means numerous land would be occupied, therefore, the economical and intensive use of land becoming more and more important nowadays. To implement the "Notice of the State Council on the promotion of economical and intensive land use", which was issued by State Council in 2008, the Ministry of Land and Resource (MLR) has carried out 3 round assessment work on land economical and in- tensive use of EDZ. The assessment aimed to estimate the poten- tial of land use in various EDZ, by investigate current land use condition, and promote the object development zone land use by the outward expansion into the outward expansion of the intemal potential combination. Furthermore, optimization proposals for the current evaluation methods were proposed in the end of this paper.
