摘 要:分析了跨界河流水能资源开发利用情况,以及该国与下游国家在灌溉与发电、水资源与能源交换方面存在的主要矛盾,系统阐述了该国电力发展战略及水电开发规划,深入分析中吉水电开发合作前景,提出了以联合开发促保护、优先开发中吉跨界河流萨雷扎兹河梯级电站、建立中吉利益共同体的合作构想,为我国有关企业参与吉国水电建设与合作开发提供决策参考依据。The development of hydroelectric resources in transboundary rivers of Kyrgyzstan is analyzed, and the main contradictions between Kyrgyzstan and the countries in downstream area on irrigation and hydropower, water resources and energy trading are introduced. The electric power development strategy and hydroelectric development planning of Kyrgyzstan are elaborated in detail. The prospect of joint development on hydropower between Kyrgyzstan and China is analyzed, which can be stated as bellowing: taking joint development promotes the protection of water resources, having priority to develop the cascade hydropower stations in Sary Jaz-Kumarik Rivers, and establishing the Sino-Kyrgyzstan interest community. That information will provide references for Chinese enterprises to participate the construction of hydropower in Kyrgyzstan and the joint development of hydropower between Kyrgyzstan and China.
