摘　　要：进入21世纪后,随着国际石油价格的不断攀升及《京都议定书》的生效,生物质能的发展得到世界许多国家的广泛关注,成为国际可再生能源领域的热点。许多国家都颁布了促进生物质能产业发展的政策法规并制定了相应的开发计划,美国、印度,以及欧盟各国在开发利用生物质能方面处于世界领先地位。本文介绍具有代表性的美国、印度及欧盟各国农村生物质能产业的发展现状,对这些国家促进农村生物质能产业发展的相关政策与具体措施进行梳理,以期对我国农村生物质能产业的发展有所启示。In the 21st century,with oil price rising and the Kyoto protocol to take effect,biomass energy development has got the attention of many countries in the world,which becomes the international hot spot in the field of renewable energy.Many countries have enacted for promoting the biomass energy industry development policies and regulations and formulated relevant development plans.The United States,the European Union,India and other countries are in a leading position in the world on development and utilization of biomass energy.This paper introduced the present situation of development of the rural biomass energy industry,and analyzed these countries policies and measures of promoting rural biomass energy industry development,in order to provide the rural biomass energy industry development enlightenment for China.
