摘  要:智能电网调度发电计划要求能够统筹考虑安全与经济、节能与减排、效率与公平等诸多因素,以实现兼顾各方利益,满足系统安全的整体发电计划的优化决策。为此,在综合考虑节能减排、安全以及传统意义上"三公"要求的基础上,建立了考虑电力电量平衡的安全约束经济调度模型,它是以发电成本最小和合同电量偏差最小的多目标优化模型,在对各个目标进行模糊化后,将其转化为多目标滑动模型,并引入了目标函数满意度及许可度因子的概念,用以反映多个相互矛盾目标的重要程度。采用基于序列二次规划的序列线性方程组算法(QP-free算法)进行计算,计算结果表明了该方法的有效性,决策者可以通过许可度因子所提供的丰富信息进行决策,方法灵活而富有弹性,符合电网安全性和公平性要求。To achieve the benefit balance of all parties, smart grid generation schedule requires the ability to take into consideration of many inconsistent factors such as security and economy, energy saving and emission reduction, efficiency and fairness. So it is the purpose to make optimization decision of generation schedule as a whole program under the condition of system security. On the basis of comprehensive consideration of energy saving, emission reduction, security and unified dispatch's requirements, the security constrained economic dispatch model considering balance of electric power and energy was established. It is the multi-objective optimization model whose objectives are the minimum cost of power generation and the contract quantity minimum deviation. After each objective was fuzzy, the-model was converted to multi-objective sliding model. And, the concept of objective function satisfaction and licensing factor were introduced to reflect the importance of multiple conflicting objectives. Sequential quadratics programming based QP-free algorithm was applied to calculate and the results show that this method is effective. The information for decision-making can be provided to decision makers by licensing factor. The algorithm is flexible and elastic, consistent with power grid security and fairness.
