摘　　要：文章简要介绍了政策性金融发展的四个阶段,并通过与国外农业政策性金融制度的比较,提出了改革和完善我国农业政策性金融制度的具体建议:一是进一步明确农发行的政策性职能定位;二是不断拓宽支农业务领域和范围;三是合理进行业务分类并实施差别监管;四是完善农发行公司治理结构;五是加大财税政策扶持力度;六是实行扶持性货币政策;七是加强农业政策性银行法制建设。This paper provides a brief overview of four development stages of policy - based finance. On the basis of a comparison with foreign agricultural policy financial system, it puts forward some specific suggestions to improve the financial system of agricultural policy. First, the function of the Agricultural Development Bank of China should be made more explicit. Second, the types and scope of agricultural business receiving support should be constantly expanded. Third, a reasonable classification of business types needs to be made, and they all should be given their appropriate kind of oversight. Fourth, the corporate governance structure of the Agricultural Development Bank of China should be improved. Fifth, fiscal and taxation policy support for agricultural business should be increased. Sixth, a supportive monetary policy should be implemented. Seventh, the legal system of agricultural policy banks should be strengthened.
