摘　　要：运用SWOT-PEST矩阵集成,在政治、经济、社会和技术环境下,以新沂市为例,分析县级政府在当前小型农田水利供给中具备的优势、劣势、机遇和挑战,提出适合我国县级政府小型农田水利供给的战略安排。Taking Xinyi City of Jiangsu Province for an example,the possessed strengths,weaknesses,opportunities and challenges of the current miniature farmland water conservancy supply at county government level under the political,economic,social and technological environment are analyzed by using the SWOT-PEST matrix.Strategic arrangements suitable to the miniature farmland water conservancy supply at county government level in China are proposed.
