我国体育行政权力阳光运行机制研究

摘　　要：运用文献资料、专家访谈及逻辑推理等研究方法,对我国体育行政权力的运行状况进行研究。结果显示,现阶段存在体育行政权力越位,管办不分;权力运作流程混乱,效率不高;权力主体利益纠葛,滋生腐败;权力行使缺乏制约,监督虚泛;管理制度不够健全,法制缺失等问题。依据对构建权力运行机制"结构合理、配置科学、程序严密、制约有效"的基本要求,试图从权力结构合理化、行政信息网络化、运行程序规范化、权力制约效能化和制度保障完善化五个方面构建阳光的体育行政权力运行机制,力求探寻一条体育行政管理的科学发展路径。Through using the method of literature, expert interview and logic inference, this paper makes analysis on the operation condition of sports administrative power. The results showed that at the present stage, the excesses of the authority in sports administrative exists, managed does not divide, the operation of power flow is chaotic, the efficiency is not high; the main interests of powers disputes, corruption breeds; executive powers lacks restriction, supervision is unreal; management system is not perfect, legal system lacks. According to the principle of transparency： rational construction, scientific allocation, rigorous procedure and effective restraint, this paper constructs the operation mechanism of sports administrative power, strive to explore a scientific development path of sports management.
