摘　　要：在"政府主导"管理模式的大背景下,我国生态工业园的发展极大程度上依赖于生态工业园管委会的有效管理,而有效管理的实现离不开政策规范的有效指导。政策因素对园区实现有效管理的影响机制开始获得广泛的关注。文章作者站在园区管委会的角度,通过构建实现生态工业园有效管理的影响因素模型研究政策因素如何影响管委会对园区的有效管理,并通过对我国部分园区调研获取的数据进行实证分析予以验证。研究结果表明,政策因素主要通过行为实践来促进园区的有效管理,其中外部政策维度会通过内部政策维度来正向影响管委会行为实践的两个维度:园区主体行为规范和园区客体建设,促进管委会对园区主体和客体的有效管理,带动园区的健康稳定发展。Under the background of ＂state-led＂ management pattern in China, the development of Eco-industrial Parks （EIPs） largely depends on the administrative commission＇s effective leadership , which can not be separated from the effective guidance of policy specification. So policy factors influencing the effective management of the EIPs have gained wide attention. From the angel of the administrative commission （AC） of EIP, this paper builds an influential factors model of the effective management of EIPs to study the policy＇s influence. After collecting data of some EIPs in China, the paper uses regression analysis to testify the model. The study shows that the policy can affect the leadership of AC positively through behavior. One dimension of policy factor, external policy, has a positive effect on two dimensions of AC＇s behavior factor, i.e. standardization of the behavior of subjects and construction of objects in EIPs through a positive effect on internal policy-another dimension of policy factor.
