营造财政金融对中小企业包容性环境

摘　　要：当前国际金融危机影响深远,国内外环境错综复杂,制约国内经济发展的不利因素仍然较多,人员少、规模小的中小企业则要面临更大的困难。结合河南省南阳市实际情况,从财政金融角度分析营造中小企业包容性环境的重要性、必要性,并提出改善金融服务、减轻税费负担、强化财政功能等包容性支持中小企业发展的有效措施,从而增强中小企业发展动力,促进经济较快增长。For the impacts of financial crisis, domestic and foreign complicated environment and other unfavorable conditions, small and medium-sized enterprises which have fewer staff and are smaller scales are challenged more difficulties. Combining with the actual situation in Nanyang city, Henan province, the importance of inclusive environment for small and medium-sized enterprises is analyzed from the perspective of finance, and measures to perfect financial service, reduce tax burden and strengthen fiscal function so to support the development of small and medium-sized enterprises, and to promote rapid economic growth in the long run.
