摘　　要：信息化条件下,空防双方由机械化时代火力流对抗向信息流对抗转变,防空信息流开始主导物质流和能量流,并通过指挥控制系统将信息优势转化为决策优势和行动优势,因此,防空作战指挥体制的改革应以防空指挥信息流程优化为主线,根据指挥流程重组的规律和要求,科学地构建指挥机构、前瞻性地设置指挥体系层次结构、明确地规范指挥职能和指挥关系。Under the informationalization,the rival between the parties to an air combat is transferred from focusing on the firepower flow during the mechanization time to the information flow.The information flow in the air defense begins to dominate the material flow and the energy flow and turn the information superiority to the decision-making and action superiority through the command and control system.Therefore,the reform in the air defense combat command system should focus on the optimization of air defense command information flow.According to the regulation and requirement of the reorganization in command flow,a command in a scientific way is established.Meanwhile the layered organization in the command system with a forward outlook is set and the command functions and command relationship is regulated in a definite way.
