摘　　要：党的十八大报告提出的"全面推进依法治国"以及"加快建设社会主义法治国家"的新部署,标志着我国法治建设由"法律体系"的构建向"法治体系"构建的转变。这一转变,更加明确了法治是治国的机制方略和行动纲领及其在构建中国特色社会主义法治体系中的价值意义;丰富了中国特色社会主义"法治体系"的基本内涵;勾勒出构建中国特色社会主义"法治体系"的发展路径。A report delivered by Chinese leader Hu Jin-tao on the 18th National Congress of the Communist Party of China（CPC） has mentioned ＂to promote the rule of law comprehensively＂ and ＂to speed up the construction of a socialist country under the rule of law＂,which marks a change in developing rule of law in China from ＂legal system＂ to ＂the rule of law system＂.This change reflected in the value and significance of the establishment of the rule of law that which is the mechanism of strategy and the action programme in constructing the Chinese characteristic socialist rule of law system;which enriches the basic connotation of the Chinese characteristic socialist ＂rule of law system＂;and outline the development approach of structuring the Chinese characteristic socialist ＂rule of law system＂.
