摘　　要：针对县级公立医院管办不分的问题,总结梳理了我国公立医院管办分开改革的三种主要模式,构建了以公益性为导向的县级公立医院"第三方"管办分开模式,并在此基础上提出了县级公立医院改革的相关政策建议。On the problem of ＂ blended management and operation＂ in county public hospitals, the paper summarized the three main modes of reform on separate management from operation in China＇s public hospitals, advanced the public welfare - oriented third - party mode of separate management from operation and then made some policy suggestions for the reform of county public hospital.
