欧洲高等教育资格认可:体系、工作机制和基本特征

摘　　要：资格认可是建立欧洲高等教育区的基石之一。欧洲高等教育资格认可体系由三部分建构:一份法律文本——《里斯本认可协议》,一个工作平台——ENIC/NARIC网,一套认可工具——文凭补充、学分转换与累积体系、欧洲高等教育区资格框架等。欧洲高等教育资格认可以"实质性差异原则"为主要原则,具有完善的工作机制。该认可体系具有以质量为前提、以透明性为基础、认证程序与职责清晰等特征。认可关系着流动、终身学习、入学、就业,最终关系着统一的欧洲高等教育区的实现。该体系对于我国完善学历学位认可机制具有一定的借鉴意义。The qualification recognition system of European Higher Education Area consists of three parts： a legal text - the Lisbon recognition agreement （LRC）, a work platform --ENIC/NARIC network, a set of recognized tools - diploma supplement （DS）, Credit Transfer and Accumulation System （ECTS）,the European Higher Education Area qualifications framework （QF-EHEA）. The qualification recognition in the European Higher Education Area is based on the principle of substantial difference and has characteristics of taking quality assurance as a prerequisite, transparency, and clear procedures and responsibilities. Recognition has relationship with mobility, lifelong learning, employment, and ultimately is related to the realization of the unified European Higher Education Area. The system has certain reference for China to imnrove the academic degree recognition mechanism.
