第26届世界大学生夏季运动会疾病控制保障体系的构建及应用

摘　　要：目的总结第26届世界大学生夏季运动会(以下简称深圳大运会)疾病控制保障工作经验,为今后举办大型综合活动提供重要借鉴。方法通过赛前筹备及赛时的症状监测、传染病监测、公共场所监测、食品安全保障、病媒生物监测与评估和城市层面的重点传染病监测,构建深圳大运会的疾病控制保障体系。结果 2011年7月29日-8月26日,全部涉大场所无传染病疫情和食物中毒报告,累计报告症状监测病例171例,3例传染病病例,主要症状为腹泻(64.2%)和发热(21.0%),发病时间主要集中于赛时阶段(79.6%),病例主要集中于大运村(53例,31%)和大运会体育中心(25例,14.6%),媒体工作人员(13.66‰)和技术官员(8.51‰)发病率相对较高;累计监测比赛场馆游泳池水898宗,合格率为99.8%;随机抽检供餐食品9 191份,合格率为100%;累计监测发现鼠迹阳性235处,蟑迹42间,成蝇197间,蝇类孳生地5 507次,成蚊288处,防鼠设施总合格率为96.3%,防蝇设施总合格率97.4%;深圳市城市层面累计报告八类重点关注传染病2 104例,与以往监测数据一致。结论深圳大运会的疾病控制保障体系完善,能有效减少突发公共卫生事件的发生,为活动的顺利举办提供重要保障,可在今后相关的大型活动疾病控制保障工作中推广应用。Objective To summarize the work experience of disease prevention and control during the 26th Summer Universiade（hereinafter referred to as Shenzhen Universiade）,and to provide important reference for organizing large-scalecomprehensive activities in the future.Methods Guarantee system for disease prevention and control during Shenzhen Universiade was established by means of pre-match preparations,symptom and infectious disease monitoring,public place surveillance,food safety guarantee,entomoplilies surveillance and evaluation,and city-level monitoring on key infectious diseases.Results There was no reported infectious diseases and food poisoning from July 29 to August 26 in 2011.A total of 171 cases of symptom monitoring and 3 cases of infectious disease were reported accumulatively,and the main symptoms were diarrhea（64.2%） and fever（21.0%）.79.6% of the cases occurred during the competition period.53（31%） cases occurred in the Universiade Village and 25（14.6%） cases in the Universiade Sports Center.The incidence was relatively higher in the staff members engaged in the media（13.66‰） and technical officials（8.51‰）.Swimming pool water of competition venues was accumulatively monitored 898 times,and the qualified rate was 99.8%.9,191 food samples were randomly detected,and the passing rate was 100%.There were mouse trace,cockroach trace,adult flies,fly breeding grounds,and adult mosquitoes monitored accumulatively,in which the positive places were 235,42,197,5,507,and 288,respectively.The qualified rates of rat-proofing devices and facilities against flies were 96.3% and 97.4%,respectively.8 types and 2,104 cases of focused infectious diseases were accumulatively reported at the city-level of Shenzhen,which were in accord with the previous monitoring data in Shenzhen.Conclusions Guarantee system for disease prevention and control during Shenzhen Universiade is perfect,which can effectively reduce the occurrence of public health emergencies and provide important guarantee for holding
